dc.description.abstract—More than a few frameworks, tools and standards have been included in IT management systems, in organizations. However, on their own, they are not comprehensive enough to serve as wellorganized in-house system development management system. This paper reviews established frameworks, i.e. COBIT® and 3P Model combining with the ITG framework, focusing on their connections and differences. It then proposes a comprehensive framework by integrating the general framework and ITG focus areas into an inhouse governance framework that could be used for in-house system development team for government agencies of Malaysia.en_US
