Abstract: Atm is a technique for the future broad-band intergrated services digital network (B-ISDN) capable of supporting multimedia services such as video, voice and data. However, it still presents some challenging problems in avoiding network congestion. ATM requires a number of congestion control mechanism in order to ensure netwok stability while maximizing network utilization. One of the congestion control mechanism is usage parameter control (UPC). UPC is required in order to ensure that each source conforms to its negotiated parameter
