Abstract: Article 8 of the Energy Efficiency Directive addresses energy audits and energy management systems in the European Member States. This study provides an overview of the national implementation of Article 8 across the EU-28, covering the situation for both large enterprises and SMEs. The analysis is carried out from a policy-making perspective and describes the situation both at a Member State and an aggregate level as of late summer 2015. For this purpose, the analysis answers a set of key questions by combining the results of an extensive literature review with findings from more than 30 interviews with national experts. The findings include a thorough review of the implementation in the Member States, the instruments used for addressing both target groups, as well as a description of challenges, recommendations and good practice approaches.
